J.Y. Interpretation 649

On October 31, 2008, the Justices of the Constitutional Court issued Interpretation 649, it asks:

Are the regulations in the People with Disabilities Rights Protection Act regarding the visually impaired engaging in the massage industry unconstitutional?

They are mainly referring to article 46 which states:
Anyone other than the visually impaired referred to in this Act may not be engaged in the massage industry....

The justices refer to articles 7, 9, and 15 of the constitution.
